BRIEF OVERVIEW
On September 26, 2023, the Board approved Contract No. 23-T00040/AP for Pre-Qualification of Vendors for Construction Services for Projects Under $500,000.00, pre-qualifying firms under three (3) categories, A-Public Works, C- Utilities, and D-Facilities to provide quotes for County projects on an as-needed basis.
On January 26, 2026, the Hernando County Administration Department issued a Request for Quotes for Quote No. 46 to Contract No. 23-T00040/AP for Transport of Modular Business Unit and Installation at Hernando County Sheriff's Office.
The Request for Quote was sent to eight (8) pre-qualified firms for Category D-Facilities:
1. Archis, Inc., d/b/a Archis Technologies - Winter Garden, FL
2. Cross Environmental Services, Inc. - Crystal Springs, FL
3. Deeb Construction and Development Co. - New Port Richey, FL
4. MVH Construction, LLC - Tampa, FL
5. Nicholas & Associates - Tampa, FL
6. Property Services GC - Spring Hill, FL
7. Seggie Custom Builders, LLC - Spring Hill, FL
8. Waller Construction, Inc. - Lakeland, FL
BIDs RECEIVED:
Bids listed in lowest to highest order, with asterisk denotating recommended awardee. One (1) reply to the Request for Quote was received by the Quote Due Date of February 25, 2026, from the following firm:
• Seggie Custom Builders, LLC $163,922.67*
Hernando County Administration reviewed for price, conformance to specifications and the Bidder’s ability to perform the contract in accordance with the terms, conditions and specifications required and is recommending award of quote to Seggie Custom Builders, LLC. A Notice of Intent to Award was posted on March 2, 2026, and no statement of protest was received.
FINANCIAL IMPACT
Funding in the amount of $163,923 will be available in the following after approval of the related budget transfer:

RECOMMENDATION
It is recommended the Board approve and authorize the Chairman’s signature on the attached Work Authorization Agreement to Seggie Custom Builders, LLC for Quote No. 46 to Contract No. 23-T00040/AP for the Transport of Modular Business Unit and installation at Hernando County Sheriff's Office project in the amount of $163,922.67.
It is further recommended the Board authorize the Chief Procurement Officer to approve change orders as necessary and required up to budgeted amounts.
