State Funded Grant Agreement With State Department of Transportation for Construction Activities Associated With CR581/Emerson Road From Powell Road to SR50/Cortez Boulevard Resurfacing Project and Associated Resolutions

BRIEF OVERVIEW
A State Funded Grant Agreement (SFGA) between the Florida Department of Transportation (FDOT) and Hernando County has been received for funding of the construction activities associated with the CR581/Emerson Road from Powell Road to SR50/Cortez Boulevard resurfacing project.
The funding for this project was applied for through the Small County Outreach Program (SCOP). SCOP funding assists small county governments in repairing and rehabilitating county bridges, paving unpaved roads, addressing road-related drainage improvements, resurfacing or reconstructing county roads, or constructing capacity or safety improvements on county roads.
Hernando County completed design of this project utilizing Engineering Staff and County Funds. The project will provide resurfacing and shoulder improvements in addition to signing and pavement marking along CR581/Emerson Road from Powell Road to SR50 (Cortez Boulevard).
An associated grant resolution and budget resolution are attached to this item for the Board’s consideration and approval.
FINANCIAL IMPACT
The grant will provide the County reimbursement by FDOT up to $1,050,000.00 for construction activities. The grant has a local participation requirement in the amount of $250,000.00 and any expenses incurred over the $1,300,000.00 agreement amount will be the responsibility of Hernando County. Funding will be budgeted in the following accounts if the agreement and budget resolution are approved:

RECOMMENDATION
It is recommended the Board approve and authorize the Chairperson’s signature on the attached State Funded Grant Agreement, FPN 449059-1-54-01, for the CR581/Emerson Road from Powell Road to SR50/Cortez Boulevard resurfacing project. It is further recommended that the Board approve and authorize the Chairperson’s signature on the attached associated resolutions.
