Utilization of St. Johns County School District Contract With Top Line Recreation, Inc., for Purchase of Playground Equipment at Delta Woods Park (Contract No. 22-PC0148/DK; Amount: $229,892.35)

BRIEF OVERVIEW
On September 13, 2022, the Board approved utilization of St. Johns County School District Contract 2018-04 for purchase of Playground Equipment 22-PC0148/DK (Doc Id No. 10990).
The Hernando County Parks and Recreation (HCPR) Department requested quotes from six 6 vendors awarded under the contract. Two quotes were received.
HCPR requested that vendors provide all-inclusive quotes and schematics showing the layout of the proposed playground equipment with their pricing being within the County budget of $230,000.00.
The basis of the award recommendation was based on the two (2) following factors:
• Primary Factor - Design
• Secondary Factor - Pricing within County budget of $230,000.00.
The primary review and decision factors focused on the best design and layout, best value for the County, quality of the product and ease of maintenance, functionality, and compliance with the American with Disabilities Act (ADA), theme and attractiveness for use.
Pricing was a secondary factor based upon the County maximum budget for County award determination and award recommendation.

Kompan, Inc. $245,160.25
HCPR staff and Senior Management reviewed and performed an in-depth analysis of the substance of all quotes received and after careful consideration, HCPR determined that Top Line Recreation Inc., provides the best value related to primary factors and meeting the needs of Hernando County residents, ADA consideration and the County budget of $230,000.00.
The Chief Procurement Officer has reviewed this requirement for conformance to Procurement Ordinance and Purchasing Policies and Procedures.
FINANCIAL IMPACT
Funding in the amount of $230,000.00 is available in Expenses Account 0011-04441-5606301 CIP 111911 General Fund - Parks & Recreation - Improv (Grtr than $10,000).

RECOMMENDATION
It is recommended the Board approve the award selection of Top Line Recreation, Inc., for the purchase of the Delta Woods Park playground equipment in the amount of $229,892.35; utilizing the previously approved Piggyback Contract (22-PC0148/DK) of St. John’s County School Board Contract No. 2018-04 for playground equipment, surfacing, shade structure and installation. It is further recommended the Board authorize the Chief Procurement Officer to approve change orders as they become necessary and required.
