BRIEF OVERVIEW

The Procurement Department issued Request for Proposals (RFP) No. 24-RFP00847/AP on July 24, 2024, at the request of the Hernando County Parks & Recreation Department for an Automated Parking Management Solution for Hernando County Parks.

 

The Procurement Department placed the legal advertisement in the Hernando Sun on July 19, 2024, and the OpenGov website on July 24, 2024. The solicitation was sent to three thousand three hundred twenty-eight (3,328) matching vendor/contractors from the website. The solicitation document was downloaded by forty-three (43) vendor/contractors and six (6) submissions were received.

 

The Procurement Department reviewed and evaluated submissions to determine if submissions were responsive and responsible.

 

The Procurement Selection Committee (PSC) met on October 2, 2024, to evaluate the proposals.  The committee included Chris Linsbeck, Community Services Director; Rob Talmage, Parks & Recreation Administrator, and Gordon Onderdonk, P.E., Director of Utilities.

 

The PSC consensus scoring evaluation resulted in the following scores:

Staff entered into negotiations with the top-ranked firm and successfully completed contract negotiations on May 9, 2025.

 

As a result, ParkMobile will collect from park patrons as follows:

 

Park Rate + Sales Tax of 6.5% + $0.35 Flat Fee per Transaction (Total Parking Transaction)

 

ParkMobile would calculate charges to the County as follows:

 

(Park Rate x 3%) + $0.20 flat rate (Total Transaction Charge)

ParkMobile will disburse and remit to the County all total parking proceeds collected from park patrons as follows:

 

(Park Rate + Collected Sales Tax of 6.5%) less “Total Transaction Charge”

 

 

For example, if the park rate is $5.00:

 

“Total Parking Transaction”:                      $5.00 + $0.325 + $0.35 = $5.675

“Total Transaction Charge”:                      $0.15 + $0.20 = $0.35

Remittance/Disbursement:                     ($5.00 + $0.325) - ($0.15 + $0.20) = $4.975

 

Please note that the County would not count the collected sales tax of 6.5% as revenue. In the example above, the County’s revenue on a $5 park rate would be as follows: $4.975 less $0.325 sales tax = $4.65.

 

The Department projects annual parking sales in the amount of $533,000. This contract also includes the rental of two kiosks for two years to be placed at Rogers Park and Pine Island to allow patrons a cash pay option. The cost of the two units is $69,370.

 

A Notice of Intent to Award the contract to ParkMobile, LLC dated April 24, 2025, was posted to the OpenGov website and posted to the Hernando County Administration electronic public bulletin board. The award is for a three (3) year contract with two (2), one (1) year unilateral renewals. No challenges to the Notice of Intent to Award were received.

 

The Chief Procurement Officer has reviewed this requirement for conformance to Procurement Ordinance and Purchasing Policies and Procedures.

 

FINANCIAL IMPACT

Funding in the amount of $69,370 is available in the following:

 

Fund:  0011 - General Fund, Department:  04441 - Parks and Recreation, Account:

 5303401 - Contracted Services.

RECOMMENDATION

It is recommended that the Board approve and authorize the Chairman’s signature on the attached agreement to ParkMobile, LLC for Automated Parking Management Solution for Hernando County Parks, Contract No. 24-RFP00847/AP.

 

It is further recommended the Board authorize the Chief Procurement Office to renew the contract with the same terms and conditions.
