BRIEF OVERVIEW

The Florida Department of Transportation (FDOT) administers the Small County Outreach Program (SCOP) authorized under Section 339.2818, Florida Statutes, to assist small county governments in repairing or rehabilitating county bridges, paving unpaved roads, addressing road-related drainage improvements, resurfacing or reconstructing county roads, or constructing capacity or safety improvements on county roads.  Funds are available to counties that have a population of 200,000 or less.

 

FDOT funds up to seventy-five percent (75%) of the project cost.  Hernando County will be responsible for twenty-five percent (25%) of the project cost.  Funds will be included in future budgets upon approval and funding received from FDOT for each project.

 

Staff is requesting assistance with construction costs for the following SCOP applications:

 

1.                     Shoal Line Boulevard - Resurface Shoal Line Boulevard from Calienta Street south to Jewfish Drive.

The deadline to submit the applications electronically to the FDOT is March 17, 2023.

 

FINANCIAL IMPACT

The required grant match funding of approximately $1,065,800.00 for the Shoal Line Boulevard and Hayman Road resurfacing projects is available in the Additional LOGT 1-5 Fund, Reserves for Capital Project Account 1022-03241-5909967 and will be appropriated to expenditure account once approved.

The Board has the authority to act on this matter pursuant to Chapter 125, Florida Statutes.

RECOMMENDATION

It is recommended the Board approve the applications to the Florida Department of Transportation Rural Roadway Assistance Consolidated Funding Small County Outreach Program for Shoal Line Boulevard, and Hayman Road Improvement Projects, and authorize the Public Works Director/County Engineer to execute and submit the grants electronically.
