Adoption of the Annual Safety Performance Measures Targets (Highway Safety, PM-1)

BRIEF OVERVIEW
Metropolitan Planning Organizations (MPOs) are required on an annual basis to establish quality performance measures and targets addressing safety, infrastructure condition, congestion relief, and mobility pursuant to Chapter 490.207(a). [23 CFR 490.209(c)] and 339.175(10), Florida Statutes. The required annual safety performance measures known as PM-1 are as follows:
• Number of fatalities
• Rate of fatalities p/100 million Vehicle Miles Traveled (VMT)
• Number of serious injuries
• Rate of serious injuries p/100 million VMT
• Number of non-motorized fatalities and serious injuries
While the Hernando-Citrus MPO supports FDOT’s “Vision Zero” target for traffic related fatalities and serious injuries, and bicycle/pedestrian fatalities and serious injuries in the State of Florida; the MPO Board has historically accepted the State’s option allowing for the adoption of its own targets.
Attached are two fact sheets prepared by the Florida Department of Transportation. The first fact sheet provides data specifically about the performance measures of the Hernando-Citrus MPO. The second fact sheet provides data reflecting the MPO/TPO targets statewide. Twenty-one (21) MPOs/TPOs supported the State’s Vision Zero target for 2025. Six (6) MPOs/TPOs, including Hernando-Citrus MPO, established specific targets for their planning area while continuing to support the vision of zero fatalities and serious injuries.
The MPO Board adopted the annually required safety performance measures on February 6, 2025, based on a 1% reduction of the 5-year rolling average values. The source of safety data used by MPOs/TPOs to calculate the figures is derived from the Florida Department of Transportation (FDOT). The State has provided the data for 2024 noting that it is preliminary at the time the data was retrieved which was January 20, 2026. The data shown in Table 1 reflects the five-year rolling average for years 2020-2024.

LEGAL NOTE
Pursuant to Chapter 339.175, Florida Statutes, the Hernando-Citrus MPO Board has the authority to take the recommended action.

RECOMMENDATION
It is recommended that the MPO Board review and approve the Annual Safety Performance Measures (PM1) targets which are due on February 22, 2026, to the Florida Department of Transportation. It is the MPO Board’s decision to either adopt the State’s Vision Zero safety targets or utilize the projected 2026 figure based upon a 1% reduction methodology from the prior five-year rolling average.
