BRIEF OVERVIEW
On September 7, 2024, Hernando County Solid Waste and Recycling requested piggyback of the Hillsborough County Contract No. 23-24386 for Leachate Hauling and Disposal Services, with a contract expiration of September 7, 2026. Hillsborough awarded contract 23-24386 on 9/7/23 for a three-year term with no renewals. Contract will expire on 9/7/26.
Hernando County Solid Waste and Recycling Department currently has Leachate Hauling and Disposal Services contract expiring March 9, 2025, and requests piggyback approval with Shamrock Environmental Company d/b/a Aqua Clean Environmental Company, LLC to provide Leachate Hauling and Disposal Services as needed in the estimated annual spend amount of $450,000.00.
Hernando County Procurement Department has assigned No. 25-P0200/FH to this Contract for tracking purposes.
The Chief Procurement Officer has reviewed this requirement for conformance to Procurement Ordinance and Purchasing Policies and Procedures.
FINANCIAL IMPACT
Funding is available in the amount of $450,000.00 in Hernando County Solid Waste and Recycling Department:
Fund: 4411 - Solid Waste and Recycling, Department: 07602 - Class I Operations, Account: 5303401 - Contract Services
Purchases will only be made against the available department budget.

RECOMMENDATION
It is recommended the Board approve the utilization of Hillsborough County Contract No. 23-24386 with Shamrock Environmental Company d/b/a Aqua Clean Environmental Company, LLC for leachate hauling and disposal services in the estimated annual spend amount of $450,000.00.
It is further recommended the Board authorize the Chief Procurement Officer to renew the contract with the same terms and conditions and approve change orders as they become necessary and required up to annual budgeted amounts.
