BRIEF OVERVIEW

This Tampa Bay Area Regional Purchasing Cooperative contract is for requirements of sod materials installed, delivered and picked up.  Sod is an efficient and effective method to mitigate surface water erosion control concerns in public areas such as roadways, shoulders, ditches, pond sites, etc., and assists the County in meeting National Pollutant Discharge Elimination System requirements.  The contract is administered by Pinellas County Board of County Commissioners, City of Oldsmar, City of Pinellas Park, Pinellas County School Board and City of Tarpon Springs.

 

On March 20, 2022, the Pinellas County Purchasing Division issued an Invitation to Bid (Contract No. 22-0282-B) on behalf of the Public Works Department to establish a backup contract for sod materials and services.  Two (2) bids were received from Tom’s Sod Services, Inc., and Quality Sod and Landscape, LLC d/b/a Florida ULS Operating, LLC.

 

Award of contract is being made between two vendors based on pricing of each bid item number.  Cooperative participants are responsible for issuance of their own awards and funding in the amount of $4,301,024.50.

 

This backup cooperative contract is for requirements of sod to be installed, delivered and picked up with a five-year term of August 2, 2022 through August 1, 2027.

 

                     Award of bid to Tom’s Sod Services, Inc., in the amount of $2,923.142.50 for bid items numbers 1, 3, 5-6, 7-9, 12-18, 20 and 22 for the five-year term.

 

                     Award of bid to Quality Sod and Landscape, LLC d/b/a Florida ULS Operating, LLC in the amount of $40,625.00 for bid item numbers 4, 10, 11, 13-15, 19 and 21 for the five-year term.

 

                     Cooperative participants are responsible for issuance of their own awards and funding; Cooperative expenditures for the sixty-month term, less County requirements, total $4,301,024.50, for a total County and Cooperative expenditure in the amount of $7,264,792.50.

 

                     Multiple departments will utilize these contracts and funding is within each operating budget. 

 

FINANCIAL IMPACT

Funding to award the backup sod Contract for FY 2023 is available in Account: 1017-03232-5303408 ($50,000.00), LOGT 1-6 Fuel, Road Maintenance, Contract-Sod

 

LEGAL NOTE

The Board has the authority to take the recommended action pursuant to Part II, Chapter 2, Article V of the Hernando County Code of Ordinances.

RECOMMENDATION

It is recommended that the Board approve of the attached cooperative agreement for delivery, pick-up, and installation of sod (County Contract No. 22-CP0149) as a backup contract to an existing sod contract and authorize the Chief Procurement Officer to approve changes orders as they become necessary and required against available budgets.
