BRIEF OVERVIEW
The Procurement Department issued Request for Proposals (RFP) No. 25-RFPG00960/CT on January 14, 2025, at the request of the Hernando County Emergency Management Department for Program Manager for Disaster Recovery Program.
The Procurement Department placed the legal advertisement in the Hernando Sun on January 17, 2025, and the OpenGov website on January 14, 2025. The solicitation was sent to three thousand, five hundred twenty-five (3,525) matching vendor/contractors from the website. The solicitation document was downloaded by sixty-eight (68) vendor/contractors and four (4) submissions were received.
The Procurement Department reviewed and evaluated submissions to determine if submissions were responsive and responsible. The Procurement Selection Committee (PSC) met on March 4, 2025, to evaluate the proposals. The committee included Velvet Burris, Housing Coordinator-Housing and Support Services Department; Jason Kelton, Plans Examiner-Building Department; Patrick Taylor, Director-Strategic Initiatives Department; Erin Thomas, Director-Emergency Management Department; and, Angel Turner, Specialist-Emergency Management Department. The PSC consensus scoring evaluation resulted in the following scores:

A Notice of Intent to Award the contract to iParametrics, LLC dated March 6, 2025, was posted to the OpenGov website and posted to the Hernando County Administration electronic public bulletin board on March 8, 2025. The award is for a one (1) year contract with two (2), one (1) year unilateral renewals. No challenges to the Notice of Intent to Award were received.
The Chief Procurement Officer has reviewed this requirement for conformance to Procurement Ordinance and Purchasing Policies and Procedures.
FINANCIAL IMPACT
Funding in the amount of $798,495.89 is available in the following:
Fund: 0011 - General Fund, Department: 40011 - Disaster Fund, Account: 5303401 Contracted Services. Funds for Disaster Fund accounts are anticipated to be reimbursable via FEMA and some ARPA funds will also be allocated here.

RECOMMENDATION
It is recommended that the Board approve and authorize the Chairman’s signature on the attached agreement to iParametrics, LLC for Program Manager for Disaster Recovery Program, (Contract No. 25-RFPG00960/CT) in the estimated one (1) year contract amount of $798,495.89.
It is further recommended the Board authorize the Chief Procurement Officer to renew the contract with the same terms and conditions and approve change orders as necessary and up to allowable budget amount.
