BRIEF OVERVIEW

The Procurement Department issued Request for Proposals (RFP) No. 25-RFP00983/CT on May 14, 2025, at the request of the Hernando County Tourism Development Department for Marketing and Advertising Services for Florida’s Adventure Coast Visitors’ Bureau.

 

The Procurement Department placed the legal advertisement in the Hernando Sun on May 16, 2025, and the OpenGov website on May 14, 2025. The solicitation was sent to three thousand six hundred (3,600) matching vendor/contractors from the website. The solicitation document was downloaded by one hundred thirty-three (133) vendor/contractors and twenty-four (24) submissions were received.

 

The Procurement Department reviewed and evaluated submissions to determine if submissions were responsive and responsible. The Procurement Selection Committee (PSC) met on September 16, 2025, to evaluate the proposals.  The committee included Amy Baldwin, Community Engagement Coordinator; Tammy Heon, Tourism Development Manager; Cynthia Loftis-Culp, Library Manager; and Kimberly Poppke, Marketing Coordinator. The PSC consensus scoring evaluation resulted in the following scores:

The PSC requested to proceed with oral presentations, which were conducted on October 22, 2025, with the top four (4) ranked firms. The PSC consensus scoring resulted in the following total consensus scores:

A Notice of Intent to Award the contract to Miles Partnership, LLLP dated October 23, 2025, was posted to the OpenGov website. The award is for a three (3) year contract with two (2), one (1) year unilateral renewals.  No challenges to the Notice of Intent to Award were received.

The Chief Procurement Officer has reviewed this requirement for conformance to Procurement Ordinance and Purchasing Policies and Procedures.

 

The hiring of a Marketing and Advertising Agency has been approved by the Tourist Development Council. This year’s expense is included in the approved budget; subsequent years will be budgeted accordingly. All expenses shall be paid for with the 5% Bed Tax.

Funding in the amount of $680,000 is available in the following: Fund:  1261  Department:  02811  Account:  5303488

RECOMMENDATION

It is recommended that the Board approve and authorize the Chairman’s signature on the attached agreement to Miles Partnership, LLLP for marketing and advertising services for Florida’s Adventure Coast Visitors’ Bureau, Contract No. 25-RFP00983/CT, in the estimated three-year contract amount of $2,040,000.00.

 

It is further recommended the Board authorize the Chief Procurement Office to renew the contract with the same terms and conditions.
