BRIEF OVERVIEW
The Procurement Department issued Invitation to Bid (ITB) No. 24-CG00785/JG on October 16, 2024, at the request of the Hernando County Department of Public Works to obtain bids for construction services for the Freeport Dr from Deltona Boulevard to Northcliffe Boulevard Sidewalk Local Agency Program (LAP) Project.
The Procurement Department placed the legal advertisement in the Tampa Bay Times on October 20, 2024, and the OpenGov website on October 16, 2024. The bid was sent to three thousand five hundred two (3,502) matching vendors/contractors from the website. The bid document was downloaded by forty-three (43) vendor/contractors and five (5) bid submissions were received.

Bids were reviewed and evaluated by the Procurement Department to determine if they were responsive and responsible. The bids were then reviewed and evaluated by the Hernando County Department of Public Works and Florida Department of Transportation (FDOT) for award recommendation based on price, conformance with specifications and the Bidder's ability to perform the contract in accordance with the terms, conditions and specifications required. During this process, it was determined that the bid from C.W. Roberts Contracting, Inc., was non-responsive. A Letter of Rejection was sent to C.W Roberts Contracting, Inc., dated February 10, 2025, and this was not challenged by the company.
A Notice of Intent to Award the contract to DB Civil Construction, LLC, was posted to the OpenGov website and the Hernando County Administration electronic public bulletin board on March 6, 2025. No challenges to the Notice of Intent to Award were received.
The Chief Procurement Officer has reviewed this requirement for conformance to Procurement Ordinance and Purchasing Policies and Procedures.
FINANCIAL IMPACT
Funds in the amount of $1,013,653.50 are available in the following accounts:
Fund: 1013 - Constitutional Gas Tax; Department: 34610 - DPW-Freeport Dr SW Con; Account: 5616371 - Improv Sidewalks in the amount of $603,417.00. This is the amount of the Local Agency Program Award for this project from Florida Department of Transportation.
Fund: 1013 - Constitutional Gas Tax/ Department: 03211 - Deb Srv/Reserv-Const GT; Account: 5616371 - Improv-Sidewalks in the amount of $410,236.50, pending Budget Amendment (BA) BA2025-079. Hernando County is responsible for costs that exceed the grant award amount.

RECOMMENDATION
It is recommended that the Board approve and authorize the Chairman's signature on the attached Construction Agreement for Contract No. 24-CG00785/JG for the Freeport Drive from Deltona Boulevard to Northcliffe Boulevard Sidewalk LAP Project in the bid amount of $1,013,653.50 to DB Civil Construction, LLC.
It is further recommended the Board approve the Chief Procurement Officer to approve change orders as they become necessary and required up to the allowable budget amounts.
