Acceptance of US Department of Homeland Security for FY 2024-25 Assistance to Firefighters Grant for Hernando County Fire and Emergency Services and Associated Budget Resolution

BRIEF OVERVIEW

The Department of Homeland Security (DHS) Federal Emergency Management Agency (FEMA) helps to enhance the safety of the public and firefighters with fire-related hazards through the Assistance to Firefighters (AFG) Grant.  The AFG program objectives are to provide critically needed resources that equip and train emergency personnel to help support community resilience.  Hernando County Fire and Emergency Services has been awarded $95,454.54 with a matching amount of $9,545.46 totaling $105,000.00 for tuition reimbursement of ten (10) paramedic courses, ten (10) EMTB courses and ten (10) Firefighter II courses.  The Board authorized applying for this grant on December 3, 2024 (Legistar 15013).

 

FINANCIAL IMPACT

Grant funding of $95,455 ($105,000 total with a match of $9,545) will be budgeted to:

 

Revenues: 

Fund:  1691 - HC Fire Rescue-Rescue, Department:  32202, Account:  3312202- Fed Grt-EMW-2017-FO-06820 in the amount of $95,455

 

Fund:  1691 - HC Fire Rescue-Rescue, Department:  32202, Account:  3999078- Transfer/Grant Match in the amount of $9,545

 

A 10% grant match of $9,545 is currently budgeted from the EMS fund:

 

Expenses: 

Fund:  1691 - HC Fire Rescue-Rescue, Department:  02491 - HC Fire Rescue-Rescue Account:  5999078 - Trnsf-Grant Match

 

A total of $105,000 to be expensed from EMS fund:

 

Fund:  1691 - HC Fire Rescue-Rescue, Department:  32202, Account:  5303401 - Contracted Services.

 

LEGAL NOTE

The Board is authorized to act on this matter pursuant to Chapter 125, Florida Statutes.

RECOMMENDATION

It is recommended that the Board accept the Department of Homeland Security FY 2024 Grant Program award (No. EMW-2024-FG-05481) and designate Fire Chief Paul Hasenmeier to electronically accept the award per the Federal Emergency Management Agency’s (FEMA’s) grant policies.  It is further recommended that the Board approve and authorize the Chairman’s signature on the attached associated budget resolution.
