BRIEF OVERVIEW
The Vendor/Contractor will supply all materials, labor, and equipment in order to accomplish the Artificial Intelligence (AI) Implementation Plan, in Hernando County, Florida. The Implementation Plan includes Custom GIS Map and Integration, AI Assisted Planning & Zoning Reviews and Custom SwiftGov Portal, and Code Improvement and Rewrite Project.
At the request of the Planning Department, the sole source solicitation Artificial Intelligence (AI) Implementation Plan was issued. The Planning Department estimates an annual spend of $320,000.00.
On March 10, 2025, a Sole/Single Source Notice of Intent to Award for Term Sole Source Contract No. 25-TSS0230/JC to Quantum Partners, LLC d/b/a SwiftGov, was posted per Procurement Policies and Procedures. The last day for receipt of information was March 31, 2025. As of this date, the Procurement Department had received no communications regarding the Notice of Intent to Sole Source.
FINANCIAL IMPACT
For FY25, the initial payment amount would be $50,000, with an additional monthly amount of $22,500 per month, as summarized on page 15 of the attached agreement.
Including the month of May, FY25 has five months remaining in the fiscal year; hence, the FY25 monthly amount would be $112,500 ($22,500 * 5 = $112,500). That amount, when combined with the initial amount of $50,000 would total $162,500 for FY25.
Funds of $162,500 are available from:
Fund: 0011 - General Fund; Department: 01751 - Planning, Account: 5303107 - Prof Svc-Consulting.
If approved, the FY26 portion of the contract would be $157,500 ($320,000 - $162,500 = $157,500 on this contract, excluding a potential six (6) month contract extension amount.

RECOMMENDATION
It is recommended the Board approve and authorize the Chairman’s signature on the attached Innovation Agreement for Term Single Source Contract No. 25-TSS0230/JC to Quantum Partners, LLC d/b/a SwiftGov, for the Artificial Intelligence (AI) Implementation Plan, with an estimated spend of $320,000.00, for a one (1) year term contract.
It is further recommended the Board authorize the Chief Procurement Officer to approve change orders as they become necessary and required up to the allowable budget amount.
