Award of Sole Source Purchase From ZOLL Medical Corporation for Z Vent Portable Ventilators for Hernando County Fire and Emergency Services (Amount: $52,540.14)

BRIEF OVERVIEW
Hernando County Fire and Emergency Services (HCFES) is requesting authorization to purchase three (3) ventilators, carry cases and accessories. The purchase will allow for every ambulance to have a ventilator ready for use on any emergency call requiring it.
In 2019, the department’s EMS Safety Committee evaluated the different types of ventilators available and found that while other products are available, they are made to be utilized in a hospital setting. ZOLL Medical Corporation was the only ventilator that is conducive to an ambulance setting. HCFES purchased six (6) Z Vent Portable Ventilators in 2019 and would like to purchase another three (3) to match what is currently being utilized in the field. This purchase is important as HCFES staff may move from station to station and that the equipment remain consistent in order to respond to patients quickly.
ZOLL Medical Corporation is the sole manufacturer and provider of the Z Vent Portable Ventilator. This fact is verified by the formal letter from ZOLL Medical Corporation.
The Hernando County Procurement Department posted “Notice of Intended Single Source Purchase” of subject project on October 27, 2022, with the last date for market challenges on November 16, 2022. As of November 16, 2022 the Procurement Department received no challenges from any sources.
HCFES is requesting authorization to purchase (per related quotation from ZOLL Medical Corporation) as follows:
• Three (3) Z Vent Portable Ventilators at $14,345.90 each.
• Three (3) Infant Disposable Circuits EMV + AEV Eagle II at $277.98 each
• Three (3) Ventilator Carriers (Z Vent) at $435.00 each.
• Three (3) Vent Precision Service Plan (2 Year) at $2,182.50 each.
• Six (6) Test Lungs (Plastic/Silicone) at $136.00 each.
Total Purchase Amount: $52,540.14
These products will match existing ventilator equipment currently being used by HCFES in the field.
FINANCIAL IMPACT
Funding in the amount of $52,540.14 is available in accounts:
• 1691-02491-5606401 Capital Outlay - Equipment $5,000 or More
• 1691-02491-5305201 Operating Expenses - Operating Supplies
• 1691-02491-5304606 Operating Expenses - Repair Maintenance - Software

Sole/Single Source Notice of Intent was posted on October 27, 2022, per the Purchasing and Contracts Policies and Procedures No. 070A, Paragraph IV. Sub-Paragraph 4.

RECOMMENDATION
It is recommended the Board approve the single source purchase from ZOLL Medical Corporation for ventilators per the details of this agenda item in the total purchase amount of $52,540.14 and authorize the Chief Procurement Officer (CPO) to approve change orders as they become necessary and required with proposed documentation and available department budget.
This is a single purchase and not a term contract.
