BRIEF OVERVIEW
The Procurement Department issued Invitation to Bid (ITB) No. 23-C00326/AP on July 19, 2023, at the request of Hernando County Department of Public Works, to obtain Bids for the Reconstruction and Paving of Royal Highlands and Ridge Manor Roads Project.
The Procurement Department placed the legal advertisement and the Invitation to Bid (ITB) on the County’s electronic website on July 21, 2023. The bid was sent to two thousand seven hundred thirty-one (2,731) matching vendors from the website. The bid document was downloaded by forty-four (44) vendors. Three (3) bids were received.
The solicitation for the Reconstruction and Paving of Royal Highlands and Ridge Manor Roads Project (Bid # 23-C00326/AP) includes nine roads, five of which are Municipal Services Benefit Unit (MSBU) funded (A-E) and four are County-funded (F-I).

The bids for each MSBU-funded road were evaluated individually against the corresponding MSBU budget. All received bids for each MSBU road exceed the approved funding threshold.

The difference in price between the approved MSBU budgets and the lowest responsive bid, together with the economic concerns and resulting MSBU assessment rates, constituted cause to recommend non-award of the MSBU-funded (A-E) roads at this time.
The Reconstruction and Paving of MSBU funded roads will be brought back to the Board at a later time.
Procurement obtained concurrence from the lowest bidder to request award of the contract to B.R.W. Contracting, Inc. for County-funded roads (F-I) only in the amount of $2,518,806.00:

The Chief Procurement Officer has reviewed this requirement for conformance to the Procurement Ordinance and Purchasing Policies and Procedures.
FINANCIAL IMPACT
Funding for the County-funded road projects is available in the following account with approval of the attached budget amendment realigning funds from Reserves to cover associated project engineering costs, i.e., inspection, testing.

There is no financial impact for MSBU-funded portion currently.

recommendation
RECOMMENDATION
It is recommended that the Board approve and authorize the Chairman’s signature on the attached construction agreement for award of Contract No. 23-C00326/AP for the reconstruction and paving of the Royal Highlands and Ridge Manor Roads to B.R.W. Contracting, Inc., in the amount of $2,518,806.00 for County-funded roads only, and the attached budget amendment.
It is further recommended that the Board authorize the Chief Procurement Officer to approve change orders as they become necessary and required up to the allowable budget amounts.
