Amendment No. 2 to Grant Agreement With State Department of Environmental Protection for Septic to Sewer Conversion District A, Phases 1 and 2 Project and Associated Budget Resolution

BRIEF OVERVIEW
Grant Agreement No. WG049 between the Florida Department of Environmental Protection (FDEP) and Hernando County was approved by the Board on August 23, 2022. (Item No. 10835). Change Order 1 to Grant No. WG049 was approved by the Board on July 30, 2024 (Item No. 14319) which shifted a portion of the Federal Spring State and Local Recovery Funds (SLFRF) to State funding, WWG funding and extended the Task 2 timeline. Amendment 1 was approved by the Board November 19, 2024, (Item No. 14673) for a revision in the scope of work, a budget reallocation for the project, an extension to the agreement, added a budget category and updated the funding source.
Amendment 2 has been submitted with additional funding awarded by FDEP in the amount of $18,335,000.00. This will allow for the construction of Sewer Shed 5, part of Septic to Sewer District A, Phase1 and allow for Design services for District A Phase 2. This resulted in the following changes agreed upon between Hernando County and FDEP:
1. Extending the grant agreement to October 31, 2029.
2. A revision in the scope of work for the project.
3. A revised grant work plan and special audit requirements.

RECOMMENDATION
It is recommended that the Board approve and authorize the Chairman’s signature on the attached Amendment No. 2 to Agreement No. WG049 with FDEP along with the attached associated budget resolution.
