Ratification of Application to Federal Aviation Administration for Airport Improvements Grant FY 2026 Infrastructure Investment and Jobs Act Grant for Airfield Electrical Improvement Design Project at Brooksville-Tampa Bay Regional Airport

BRIEF OVERVIEW
The Brooksville-Tampa Bay Regional Airport is requesting funding from the Federal Aviation Administration (FAA) in the amount of $50,481 to assist funding design services for the installation of REIL (Runway End Identifier Lights) lighting, upgrade the existing PAPIs (Precision Approach Path Indicator) lights and retrofitting the existing windcone with LED lighting.
Currently neither end of Runway 9-27 is equipped with REILs which provide pilots with rapid visual identification of the runway end, especially in reduced visibility. Additionally, the windcone and PAPIs, which provide pilots with a visual glide slope during their final approach, are over 20 years old; both require constant maintenance. The new equipment will provide enhanced LED lighting for nighttime and low-visibility landings.
The deadline for the application submittal was May 1, 2026. The Airport was unable to present the grant application to the BOCC prior to that date and requested the County Administrator’s signature on the application to meet the deadline.

FINANCIAL IMPACT
When the grant is received, local match funding in the amount of $3,153 will come from

Fund: Airport Operations - B402, Department: Airport - 131, Account: Budget Reserve Other - 599902.
State funding in the amount of $12,614 is expected in July 2026.

RECOMMENDATION
It is recommended the Board ratify the County Administrator’s signature and the submittal of the attached FAA grant application and further authorize the County Administrator’s signature on any future related documents for this grant which will be subsequently presented for Board approval.
