BRIEF OVERVIEW

At a recent Board meeting, the Board requested staff to review and provide options for the paving of Necklace Warbler Avenue as a frontage road, as this would promote commercial development along the Northern section of Commercial Way (US 19).  Attached for the Board’s review and direction is the proposed Necklace Warbler Avenue Paving Municipal Service Benefit Unit (MSBU) Boundary, indicating the estimated assessment value for the benefitting properties associated within this corridor.

 

The recommended methodology for assessing the benefitting properties is a per platted lot assessment.  There are 99 platted lots/parcels abutting the corridor which runs a length of approximately 1.67 miles.  A preliminary estimated budget is based on an equal per lot assessment with all corner lots paying a half assessment for each abutting unimproved road paved.  Eligible property owners who execute a Covenant to Maintain Unity of Title further reduces the number of assessable units.  This methodology results in 63 assessable units.

 

The full project cost of Administration, Engineering, and Construction is estimated at $2,699,791.00, creating a one-time assessment of $42,854.00 per unit.

 

Should the Board approve moving forward with this project, a public hearing will be scheduled to consider adoption of an Ordinance creating and defining the boundaries for the Necklace Warbler Avenue Paving MSBU and if approved, plans and specifications will be prepared for project design and construction.

 

FINANCIAL IMPACT

There is no financial impact currently.  Should the Board approve to move forward with the MSBU process, the County intends to use available Constitutional Gas Tax Fund revenue to finance the project costs on an interim basis.  The County will be reimbursed through a non-ad valorem assessment levied upon the benefitting property owners’ tax bill.  Funding will be appropriated at the time of MSBU Ordinance adoption.

RECOMMENDATION

It is recommended the Board discuss and provide direction regarding moving forward with the Necklace Warbler Avenue Paving MSBU process.  Should the Board approve the project scope, a public hearing will be held to consider adopting an Ordinance creating the Necklace Warbler Avenue Paving MSBU; and if approved, staff shall commence project design and construction.
