BRIEF OVERVIEW
The Procurement Department issued Invitation to Bid (ITB) No. 23-23-C00282/TC on May 31, 2023, at the request of the Hernando County Parks and Recreation Department, to obtain bids for Delta Woods & Pioneer Park Automatic Gates and New Fencing.
The Procurement Department staff placed the legal advertisement in the Hernando Sun on June 2, 2023, and the OpenGov website on May 31, 2023. The bid was sent to two hundred-seventy-two (272) matching vendor/contractors from the website. The bid document was downloaded by sixteen (16) vendor/contractors and three (3) bid submissions were received.

Bids were reviewed and evaluated by the Procurement Department to determine if they were responsive and responsible. The bids were then reviewed and evaluated by the Hernando County Parks and Recreation Department staff for award recommendation based on price, conformance with specifications and the Bidder’s ability to perform the contract in accordance with the terms, conditions and specifications required.
Bidder Technology International, Inc., withdrew their bid proposal as they did not meet the requirements for the solicitation. Technology International, Inc., failed to provide in their proposal three (3) references, personnel list, and signed solicitation award. They were also unable to provide a license upon request.
A Notice of Intent to Award the contract to Hercules Fence Co., Inc., dated July 13, 2023, was posted to the OpenGov website and posted to the Hernando County Administration electronic public bulletin board.
The Chief Procurement Officer has reviewed this requirement for conformance to Procurement Ordinance and Purchasing Policies and Procedures.
FINANCIAL IMPACT
Funds of $92,900.00 are available from Hernando County Parks and Recreation Department Account No. 0011-04441-5304601 - Repair/Maint-Bldg & Grd ($92,900.00).

RECOMMENDATION
It is recommended that the Board approve and authorize the Chairman’s signature on the attached agreement for award to Hercules Fence Co., Inc., for Contract No. 23-C00282/TC Delta Woods and Pioneer Park automatic gates and new fencing in the bid amount of $92,900.00.
It is further recommended the Board approve the Chief Procurement Officer to approve change orders as they become necessary and required up to the budgeted amounts.
