BRIEF OVERVIEW
The Procurement Department issued Invitation to Bid (ITB) No. 24-ITB00713/AP on March 13, 2024, at the request of the Hernando County Solid Waste Department to obtain bids for the Supply and Delivery of Certified Sand Material for Landfill Protective Cover Layer (Sand Drainage ASTM and USCS Specific) for the Landfill Cell 4 Project.
The Project Engineer estimated that a minimum of 45,000 tons would be needed for the Landfill Cell 4 construction project with an estimated maximum of no more than 140,000 tons.
The Procurement Department placed the legal advertisement in the Hernando Sun on March 15, 2024, and the OpenGov website on March 13 ,2024. The bid was sent to three thousand and eight (3,008) matching vendors/contractors from the website. The bid document was downloaded by sixteen (16) vendor/contractors and four (4) bid submissions were received.

B.R.W. Contracting, Inc. $10.00 per ton
Dickerson Infrastructure, Inc. $19.45 per ton
Phillips and Jordan, Inc. $25.00 per ton
Green Dream International $29.52 per ton
Bids were reviewed and evaluated by the Procurement Department to determine if they were responsive and responsible. The bids were then reviewed and evaluated by the Hernando County Solid Waste Department for award recommendation based on price, conformance with specifications and the Bidder's ability to perform the contract in accordance with the terms, conditions and specifications required.
A Notice of Intent to Award the contract to B.R.W. Contracting, Inc. dated April 23, 2024, was posted to the OpenGov website as well as posted to the Hernando County Administration electronic public bulletin board.
On April 25, 2024, Procurement received a Notice of Intent to Protest via e-mail from Dickerson Infrastructure, Inc. The Notice of Intent to Protest was withdrawn by Dickerson Infrastructure, Inc. via e-mail on April 29, 2024
The Chief Procurement Officer has reviewed this requirement for conformance to procurement Ordinance and Purchasing Policies and Procedures.

RECOMMENDATION
It is recommended that the Board approve and authorize the Chairperson’s signature on the attached for Contract No. 24-ITB00713/AP for the Supply and Delivery of Certified Sand Material for Landfill Protective Cover Layer (Sand Drainage ASTM and USCS Specific) to B.R.W. Contracting, Inc., for a not to exceed amount of $1,400,000.
It is further recommended the Board authorize the Chief Procurement Officer to approve change orders as they become necessary and required up to the allowable budget amount.
