BRIEF OVERVIEW

On November 7, 2023, the Board approved Contract 24-PG0125/EK, to Piggyback Forward Pinellas’ agreement for Planning Services with nine firms.  As part of that item’s approval, all Task Orders over $35,000 need to be brought back to the Board for approval.

 

Hernando County Parks and Recreation Department requested Kimley-Horn and Associates, Inc. to prepare the attached Scope of Work and Fee Rate Sheets for the completion of a County-wide Park System Plan.

 

The County-wide Park System Plan would be completed in two phases.  Phase 1 ($128,465) would consist of preparing a Needs and Priority Assessment of the County’s parks and Phase 2 ($93,595) would create a Parks Master Plan. 

 

As part of the FY24 CIP, the Board previously approved the use of $100,000 for a Master Plan of Ernie Wever Park.

 

To proceed with the work, the attached budget amendment requires Board approval.  The associated Budget Amendment is funding the remaining balance of $122,060.00.

 

FINANCIAL IMPACT

The proposed project is split between multiple funds, as it is a County-wide Master Plan Project.  Funding of $100,000 is available in the Parks & Recreation budget, pending the attached Budget Amendment (BA):

 

Fund:  0011 - General Fund, Department:  04441 - Parks & Recreation, Account:  5303103 - Prof Srv-Engineering

 

The remaining funding, $122,060.00, is available in Impact Fee-Parks Districts 1-4 in the amount of $30,515 from each District (122,060/4 = 30,515).  The financial information for these funds is attached with the budget amendment as supporting information.  The list of applicable funds/departments is:

RECOMMENDATION

It is recommended that the Board approve the Task Order from Kimley-Horn and Associates, Inc., in the amount of $222,060.  It is further recommended that the Board approve and authorize the Chairperson’s signature on the attached associated budget amendment.
