BRIEF OVERVIEW

On March 11, 2025, Hernando County Fire Rescue and Emergency Services requested approval to piggyback Miami-Dade awarded contract of the Miami-Dade County’s User Access Program (UAP), a Joint Purchase and Entity Revenue Sharing of Agreements.

 

Hernando County Procurement is requesting approval to enter the Miami-Dade awarded contract of the Miami-Dade County’s User Access Program (UAP), a Joint Purchase and Entity Revenue Sharing of Agreements.

 

Hernando County Code of Ordinances, Article V, Purchasing Regulations/Procurement Section 2-108 Bidding Procedure paragraph c2 allows “The purchase and/or leasing of goods, supplies, materials or services for county use from a valid current continuing contract or from other valid current continuing contracts with the State of Florida or other local governments or similar entities, including but not limited to associations acting on behalf of state, county or municipal officials.”

 

The Miami-Dade awarded contract of the Miami-Dade County’s User Access Program (UAP), a Joint Purchase and Entity Revenue Sharing of Agreements allows for organizations to access nearly 800 competitively established UAP contracts for a wide variety of goods and services.  These cooperative contracts offer both time and money savings for their users by consolidating the efforts of numerous individually prepared solicitations to one national, cooperatively shared process, in addition to offering revenue rebate sharing.

 

The Hernando County Procurement Department would like authorization from the Board to approve on-going use of the Miami-Dade County’s User Access Program (UAP), a Joint Purchase and Entity Revenue Sharing of Agreements annually.  Multiple departments will be utilizing these contracts.

 

FINANCIAL IMPACT

Funds will be available from various Hernando County Departments. Department purchases can only be performed with available department budgets.

In accordance with Part II, Chapter 2, Article V of the Hernando County Code of Ordinances.

RECOMMENDATION

It is recommended the Board approve the Procurement Department’s use of all current and future Miami-Dade County’s User Access Program (UAP) contracts and agreements for County-wide department use.  This approval will be on-going until terminated.  It is further recommended that the Board authorize the Chief Procurement Officer’s (CPO’s) signature as the authorized signature.

 

It is understood that purchases under the Advertised Bidding Requirement (ABR) will be performed by the CPO.  Any County department purchase request that exceeds the ABR, will be brought to the Board as an agenda item for Board approval against the Miami-Dade County’s User Access Program (UAP) contracts and agreements.
