BRIEF OVERVIEW
The Fifth Judicial Circuit Court is requesting non-clinical testing services to meet Drug Court Program requirements to provide a substance abuse testing program pursuant to Florida Statute 397.334. Services would include non-clinical testing services, results, and reporting, the results of which are used to monitor compliance or detect non-compliance to the Drug Court Program.
On May 13, 2025, Hernando County BOCC awarded $124,500.00 in Opioid Grant Funds to the Fifth Judicial Circuit Court; $60,000 of which was allocated to Drug Testing Services (DOC ID: 15784). These funds are to be expended within one (1) year of award and are to be used for year one (1) of this contract. The Fifth Judicial Circuit Court intends to continue to pursue this funding source every year for the duration of the contract award. If the grant funding is not received in subsequent years, participants in the Court’s Program will be responsible for paying all fees pursuant to the price schedule of the contract.
The Chief Procurement Officer has reviewed this requirement for conformance to Procurement Ordinance and Purchasing Policies and Procedures. Medical services are exempt from competitive solicitation.

Funding is available in:
Fund: 1557 - Opioid Settlement; Department: 01557 - Opioid Settlement, Account: 5808201 - Aid to Private Organization for $60,000 a year of which was allocated to Drug Testing Services (DOC ID: 15784).
LEGAL NOTE
The Board has the authority to act on this item pursuant to Part II, Chapter 2, Article V, Section 2-101 of the Hernando County Code of Ordinances.

RECOMMENDATION
It is recommended the Board approve and authorize the Chairman’s signature on the attached agreement to Redwood Toxicology Laboratory, Inc., d/b/a Abbott Laboratories Inc., for non-clinical testing services, Contract No. 25-A0238/JC, in the estimated three-year amount of $180,000.00.
