BRIEF OVERVIEW
The Florida Department of Transportation’s District 7 Office has provided the Annual Roll-Forward Amendment to the Hernando-Citrus MPO’s FY2027-FY2031 Transportation Improvement Program (TIP). The annual routine process involves a Roll-Forward Amendment which includes projects and funding that were not committed in the previous year (2026) and have automatically rolled into FY 2027 of the FDOT Work Program. This amendment ensures that year one (FY2027) that was adopted by the MPO Board on June 4, 2026, and effective October 1, 2026, is consistent with the FDOT Work Program.
As required, the Roll-Forward Amendment is reflected in Appendix A (Index of TIP Amendments and Modifications Post Adoption) in the TIP and involves projects in both the Transit and Miscellaneous categories. Attached is the FDOT Roll Forward Report accompanied by the letter from FDOT District 7 requiring the Chair’s signature. The MPO Staff concurs with the Roll-Forward Amendment. The additional funding reflects a net increase in the amount of $34,586,749 to FY2027 of the five-year program. Shown below is a list of the Roll-Forward Amendment projects.

Pursuant to Chapter 339.175, Florida Statutes, the MPO Board has the authority to take the recommended action. The County Attorney’s Office has reviewed and approved the Roll-Forward Amendment in preparation for the Chair’s signature.

RECOMMENDATION
It is recommended that the MPO Board review, receive public input, and approve by a roll-call vote the Annual Roll-Forward Amendment to the Transportation Improvement Program (FY2027-FY2031) as presented, and authorize the Chair’s signature upon the attached letter from the Florida Department of Transportation.
