BRIEF OVERVIEW
The Procurement Department issued Request for Proposals (RFP) No. 26-RFP01213/JG on April 15, 2026, at the request of the Hernando County Public Works Department. The RFP was designed to replace six (6) previously individually bid mowing contracts.
The Procurement Department placed the legal advertisement in the Tampa Bay Times on April 19, 2026, and the OpenGov website on April 15, 2026. The solicitation was sent out to four thousand and fifty-four (4,054) matching vendor/contractors from the website. The solicitation document was downloaded by seventy-five (75) vendors/contractors, and nine (9) submissions were received.
The Procurement Department reviewed and evaluated submissions to determine if submissions were responsive and responsible. The Procurement Selection Committee (PSC) met on June 24, 2026, to evaluate the proposals. The committee included Stephen Stack, Assistant Public Works Director; Nicholas Babino, Contract and Training Coordinator; Arthur Lozano, Field Supervisor; Scott Callari, Permit Tech; and Kyle Boehm, Roads Supervisor.
The Request for Proposal evaluation instructions allowed the PSC to award multiple vendors whose proposals were determined to be the most advantageous to the County, taking into consideration price and other evaluation factors. The Zones below were awarded as two (2) zones for each of the top three (3) proposers. The awarded Zones were grouped by like services and were assigned based on volume of work.
The PSC consensus scoring evaluation resulted in the following scores, with an asterisk (*) denoting the recommended awardee:

A Notice of Intent to Award the contract to American Standard Landscaping LLC for Mowing Zones C & F; Florida Tree and Property Maintenance LLC for Mowing Zones A & D; and Rotolo Consultants, Inc. for Mowing Zones B & E, dated June 25, 2026, was posted to the OpenGov website. The award is for a three (3) year contract with two (2), one (1) year unilateral renewals. One submission was disqualified for being non-responsive. No challenges to the Notices of Intent to Award were received. The Chief Procurement Officer has reviewed this requirement for conformance to Procurement Ordinance and Purchasing Policies and Procedures.

RECOMMENDATION
It is recommended that the Board approve and authorize the Chairman’s signature on the attached agreements to American Standard Landscaping LLC (Contract No. 26-RFP01213A; 3 year contract amount of $742,500; $247,500.00 annually); Rotolo Consultants, Inc., for Mowing Services (Contract No. 26-RFP01213B; 3 year contract amount of $1,659,733.86; $553,244.62 annually); Florida Tree and Property Maintenance LLC (Contract No. 26-RFP01213C; 3 year contract amount of $968,790; $322,930.00 annually).
It is further recommended the Board authorize the Chief Procurement Office to renew the contract with the same terms and conditions.
