BRIEF OVERVIEW
The Procurement Department issued Invitation to Bid (ITB) No. 24-TF00708/AP on April 10, 2024, at the request of the Hernando County Department of Public Works, to obtain bids for emergency disaster debris removal.
The Procurement Department staff placed the legal advertisement in the Hernando Sun on April 12, 2024. The ITB was sent to three thousand forty-eight (3,048) matching vendor/contractors from the OpenGov website. The bid document was downloaded by thirty-six (36) vendor/contractors and nine (9) bid submissions were received.

Bids were reviewed and evaluated by the Procurement Department to determine if they were responsive and responsible. The bids were then reviewed and evaluated by the Hernando County Department of Public works staff for award recommendation based on price, conformance with specifications and the Bidder’s ability to perform the contract in accordance with the terms, conditions and specifications required.
This solicitation allows for multiple awards based on group or line item. Groups include:
Group I - Cut and Toss of Debris from Roadway
Group II - Collection, Hauling to Staging Site and Reduction
Group III - Loading of Reduced Material and Final Disposal
Group IV - Optional Logistics and Planning Services
Group V - Required Services
Group VI - Optional Services Red Time - Clean Up and Removal of Putrescent Debris
A Notice of Intent to Award the contract dated June 27, 2024, was posted to the OpenGov website, and posted to the Hernando County Administration electronic public bulletin board on June 27, 2024, for award to the following firms in alphabetical order:

• CTC Disaster Response, Inc., (Groups I-VI)
• DRC Emergency Services, LLC, (Groups I-VI)
• Looks Great Services of MS, Inc., (Groups I-VI)
• Phillips and Jordan, Incorporated, (Groups I-VI)
• S. Culp Enterprises, Inc., (Groups I-V)
• Southern Disaster Recovery, LLC, (Groups I-III & V)
• T.F.R., Inc., of Texas, (Groups I-VI)
No challenges were made during the 15-day posting period, which expired on July 12, 2024.
The Chief Procurement Officer has reviewed this requirement for conformance to Procurement Ordinance and Purchasing Policies and Procedures.
FINANCIAL IMPACT
Funding will be appropriated based on the severity of an event and the County’s need at the time of the emergency.

RECOMMENDATION
It is recommended the Board approve and authorize the Chairperson’s signature on the attached eight (8) Contracts to the vendors listed below for Solicitation No. 24-T00708/AP, emergency disaster debris removal for an initial three (3) year term in the estimated annual spend amount of $2,400,000 with an estimated total contract amount of $7,200,000 for three (3) years:

• CTC Disaster Response, Inc., (Groups I-VI)
• DRC Emergency Services, LLC, (Groups I-VI)
• Looks Great Services of MS, Inc., (Groups I-VI)
• Phillips and Jordan, Incorporated, (Groups I-VI)
• S. Culp Enterprises, Inc., (Groups I-V)
• Southern Disaster Recovery, LLC, (Groups I-III & V)
• T.F.R., Inc., of Texas, (Groups I-VI)
It is further recommended the Board authorize the Chief Procurement Officer to approve change orders as they become necessary and required up to budgeted amounts and to renew contracts when there is no change to the terms and conditions.
There are two (2) one-year unilateral renewal options available for this term contract.
