BRIEF OVERVIEW

On March 11, 2021, the American Rescue Plan Act was signed into law and established the Coronavirus State Fiscal Recovery Fund and Coronavirus Local Fiscal Recovery Fund which together make up the Coronavirus State and Local Fiscal Recovery Funds (“SLFRF”) program.  This program is intended to provide support to State, territorial, local, and Tribal governments in responding to the economic and public health impacts of COVID-19 and in their efforts to contain impacts on their communities, residents, and businesses.

 

On May 20, 2021, Hernando County received the first half of the allocation in the amount of $18,833,344.00.  May 2022, Hernando County has requested and is due to receive the second half of the allocation in the amount of $18,833,344.00.  In collaboration with the Balmoral Group, the County has created a list of projects using four statutory categories.

 

On May 24, 2022, the Board approved the Phase II recommended projects and prioritized alternative projects relating to American Rescue Act funding. In that approved list included a federal subaward to The Salvation Army of Hernando County, Florida of an amount not to exceed $192,000 from a federal award issued by U.S. Department of the Treasury for the specific purpose of Overhaul Water Supply and Sewer System.

 

The subrecipient agreement will be managed by The Balmoral Group

 

FINANCIAL IMPACT

Funding in the amount of $192,000 is available in Expense and Revenue Account No. 1555-31090-5808201 and Account No. 1555-31090-3311000.

The Board is Authorized to act on this matter pursuant to Chapter 125, FS.

It is recommended that the Board approve and authorize the Chairman’s signature on the attached Federal Subrecipient Agreement with The Salvation Army, A Georgia Corporation, for The Salvation Army of Hernando County Florida and associated budget resolution.
