BRIEF OVERVIEW

The Procurement Department issued Invitation to Bid (ITB) No. 26-C01373 on May 29, 2026, at the request of the Hernando County Public Works Department, to obtain bids for adding a traffic signal at the intersection of Sunshine Grove Road and Plumeria Blvd.

 

The Procurement Department placed the legal advertisement in the Hernando Sun on May 29, 2026, the Tampa Bay Times on May 31, 2026, and the OpenGov website on May 27, 2026. The bid was sent to four thousand two hundred fifty-one (4251) matching vendor/contractors from the eProcurement portal. The bid document was downloaded by forty-two (42) contractors and two (2) submissions were received.

DB Civil Construction, LLC                                                    $959,880.00

Kamminga & Roodvoets, Inc.                                                 $964,052.65*

 

Bids were reviewed and evaluated by the Procurement Department to determine if bids were responsive and responsible. The bids were then reviewed and evaluated by the Hernando County Public Works Department staff for award recommendation based on price, conformance with specifications and the Bidder’s ability to perform the contract in accordance with the terms, conditions and specifications required. The low bidder was rejected during departmental review and the next lowest bidder was requested and approved.

 

A Notice of Intent to Award the contract to Kamminga & Roodvoets, Inc. dated July 29, 2026, was posted to the OpenGov website. No challenges to the Notice of Intent to Award were received.

 

The Chief Procurement Officer has reviewed this requirement for conformance to Procurement Ordinance and Purchasing Policies and Procedures.

This work is part of CIP 112207-Sunshine Grove Rd at Plumeria Traffic Signal Budgeted in FY26.

RECOMMENDATION

It is recommended that the Board approve and authorize the Chairman’s signature on the attached construction contract to Kamminga & Roodvoets, Inc. for Sunshine Grove Road at Plumeria Boulevard Signalization (Contract No. 26-C01373) in the bid amount of $964,052.65.

 

It is further recommended the Board authorize the Chief Procurement Office to approve change orders as necessary and required up to budgeted amounts.
