BRIEF OVERVIEW
On February 25, 2020, the Hernando County Board of County Commissioners awarded contract No. 20-T00034/CH for Leachate and Gas Collection System Maintenance Services to Integrated Environmental Technology, Inc.
A recent evaluation confirms that the Hernando County Landfill is generating landfill gas (LFG) in quantities that are in excess of what is currently being captured and combusted by the energy facility. This additional LFG is presenting itself through fugitive surface emissions and off-site gas migration as detected in the perimeter probe monitoring. While the facility is not currently subject to New Source Performance Standards (NSPS) and the associated surface emissions monitoring requirements, it is still advised that the recommendation listed be implemented as this emission should be regarded as leading indicators and metrics of a Gas Collection and Control System (GCCS) that is not operating effectively or efficiently. Should the facility become subject to NSPS in the future, these surface emission exceedances will need to be addressed. Although the facility is currently not subject to NSPS, the detection of LFG in the perimeter probes warrants certain corrective action measures per State regulations on the form of a gas remediation plan. This remediation plan must be submitted to the State and implemented within the time frame specified by the operating permit.
Integrated Environmental Technology, Inc., has proposed a Wellfield Improvement Plan to address the above issue with a monthly monitoring plan.
FINANCIAL IMPACT
Funds are available from the Solid Waste Department's FY23 Budget Line Item 4411-07602 5303401 Contracted Services in the amount of $520,200.00.

RECOMMENDATION
It is recommended that the Board approve Amendment No. One (1) to Contract No. 20-T00034/CH for Leachate and Gas Collection System Maintenance Services and authorize the Chief Procurement Officer to approve change orders as they become necessary and required.
