BRIEF OVERVIEW
The Procurement Department issued Invitation to Bid (ITB) No. 25-CG00235/JG on December 31, 2024, at the request of the Hernando County Public Works and Utilities Departments, to obtain bids for drainage infrastructure improvements and the construction of stormwater treatment systems, utility upgrades, underground utility work and road widening.
The Procurement Department placed the legal advertisement in the Hernando Sun on January 3, 2025, and the OpenGov website on December 31, 2024. The bid was sent to three thousand five hundred one (3,501) matching vendor/contractors from the eProcurement portal. The bid document was downloaded by forty-eight (48) vendor/contractors and two (2) submissions were received.

Bids were reviewed and evaluated by the Procurement Department to determine if bids were responsive and responsible. The bids were then reviewed and evaluated by the Hernando County Department of Public Works and the Utilities Department staff for award recommendation based on price, conformance with specifications and the Bidder’s ability to perform the contract in accordance with the terms, conditions and specifications required.
A Notice of Intent to Award the contract to DB Civil Construction, LLC dated March 18, 2025, was posted to the OpenGov website and posted to the Hernando County Administration electronic public bulletin board. No challenges to the Notice of Intent to Award were received.
The Chief Procurement Officer has reviewed this request for conformance to the Procurement Ordinance and Purchasing Policies and Procedures.
FINANCIAL IMPACT
Funding in the amount of $5,468,976.00 is available, upon approval of the attached budget amendment, in the following accounts:
Fund: 3135- RESTORE Act Fund, Department: 33906 - RA Pot #3-Caliente Stmwtr, Account: 5606309 - Capital Outlay in the amount of $2,996,345.00 and;
Fund: 7552 - Stormwater Mgmt MSTU, Department: 09552 - Stormwater Mgmt MSTU, Account: 5606309 - Improv-Stormwater in the amount of $623,822.50 and;
Fund: 1013 - Constitutional Gas Tax, Department: 03211 - Debt Srv/Reserv-Const GT, Account: 5616306 - Improv-Roads & Bridges in the amount of $705,858.50 and;
Fund: 4121 - HCUD Renewal and Replcmnt, Department: 07201 - Renewal and Replacement, Account: 5626302 - Improv-Water Line Upgrade in the amount of $526,250.00 and;
Fund: 4121 - HCUD Renewal and Replcmnt, Department: 07201 - Renewal and Replacement, Account: 5626322- Improv-Sewer Line Upgrade in the amount of $616,700.00.

RECOMMENDATION
It is recommended that the Board approve and authorize the Chairman’s signature on the attached Construction Agreement to DB Civil Construction, LLC for road, stormwater and utility improvements on Calienta Street, Shoal Line Boulevard and Flamingo Boulevard in the bid amount of $5,468,976.00.
It is further recommended that the Board approve the attached associated budget amendment and authorize the Chief Procurement Office to approve change orders as necessary and required up to budgeted amounts.
