BRIEF OVERVIEW
The Procurement Department issued Invitation to Bid (ITB) No. 25-C01122/JG on August 6, 2025, at the request of the Hernando County Parks and Recreation Department, to obtain bids expand the office space available at the Parks and Recreation building.
The Procurement Department placed the legal advertisement in the Hernando Sun and the Tampa Bay Times on August 8, 2025, and the OpenGov website on August 6, 2025. The bid was sent to four thousand two hundred eighty-two (4282) matching vendor/contractors from the eProcurement portal. The bid document was downloaded by ninety-four (94) vendor/contractors and nine (9) submissions were received.

Bids were reviewed and evaluated by the Procurement Department to determine if the bids were responsive and responsible. The bids were then reviewed and evaluated by the Hernando County Parks and Recreation Department staff for award recommendation based on price, conformance with specifications and the Bidder’s ability to perform the contract in accordance with the terms, conditions and specifications required.
A Notice of Intent to Award the contract to Waller Construction, Inc., dated September 16, 2025, was posted to the OpenGov website. No challenges to the Notice of Intent to Award were received.
The Chief Procurement Officer has reviewed this requirement for conformance to Procurement Ordinance and Purchasing Policies and Procedures.
FINANCIAL IMPACT
The lowest bid received for this project was $215,797.00 Funding in the FY26 budget, in the amount of $100,000, is available in the following:
Fund: 0011 - General Fund, Department: 04441 - Parks & Rec, Account: 5606301 - Improv (GREATER THAN 50,000) for CIP 112088 Parks Admin Building-office Remodel in FY2026 budget.
Community Services identified funds in the FY25 budget to incorporate into this project from:
Fund: 0011 - General Fund, Department: 01231 - Sensitive Lands, Account: 5303401 - Contracted Services in the amount of $75,000.
Fund: 0011 - General Fund, Department: 01231 - Sensitive Lands, Account: 5304601 - Repair/Maint-Bldg & Grd in the amount of $80,000.
Those two amounts combine to equal $155,000; however, due to the timing of the bids received and the year-end close, along with getting this agenda item heard, those funds weren’t carried forward to the FY26 budget. To account for this, the Office of Management and Budget (OMB) has attached a budget amendment from reserves in FY26 to apply budget to the project that will be offset by the $155,000 derived from the FY25 budget that will come forward in the True Up.

recommendation
RECOMMENDATION
It is recommended that the Board approve and authorize the Chairman’s signature on the attached construction contract to Waller Construction, Inc., for the Parks and Recreation Office Expansion, Contract No. 25-C01122/JG, in the bid amount of $215,797.00.
It is further recommended that the Board approve the attached associated budget amendment and authorize the Chief Procurement Office to approve change orders as necessary and required up to budgeted amounts.
