Ratification of Submittal of Application to State Department of Emergency Management for Hurricane Idalia Legislative Appropriation Funding for Reimbursement of Debris Collection Costs

BRIEF OVERVIEW
Hernando County has pre-positioned contracts for Debris Collection; however, the debris collection contracts were amended in February of 2023. In recent communications with Grants Compliance with the Florida Division of Emergency Management, the compliance team recommended that the debris collection amendment may not be an allowable action under the FEMA Public Assistance Program since the amendment was considered a cardinal change and altered the scope of work in the original executed contracts. As such, the County submitted an application for reimbursement of Debris Collection to FDEM for Hurricane Idalia Legislative Appropriation grant funding. The County will also submit for reimbursement to FEMA Public Assistance and if both reimbursement applications are awarded, the County will accept the award most favorable to the County.
The deadline for submission to the Florida Department of Emergency Management was January 19, 2024, prior to the next regularly scheduled Board meeting. County staff is requesting ratification of the submission to Florida Department of Emergency Management for reimbursement costs for debris collection in response to Hurricane Idalia. The total cost of the work was $107,720; if awarded, the County could receive up to $53,860.
FINANCIAL IMPACT
There is no financial impact to the County resulting from this application as funds have been expended for the debris collection.

It is recommended the Board ratify the submittal of the application to the Florida Department of Emergency Management.
