BRIEF OVERVIEW
Board approval for Amendment 1 to Contract 21-RG0010/PH Transit Operator Services with RATP Dev USA Inc., BOCC Approved March 23, 2020, Doc. ID 18077.
There has never been a request for a spend increase, in the form of an amendment, to this contract since its execution.
RATP Dev USA, Inc., is seeking a 13.1% increase in monthly Paratransit Fixed Rates ($38,748.00 to $43,842.00) and the hourly Fixed Route Variable Rates ($47.53 to $53.76) to cover the costs of the 24.50% recommended wage increase to attract and retain qualified operators of TheBus in Hernando County.
The proposed increase in starting wages, coupled with the adjusted wages of current staff, results in an increase in base wages of $209,260.84 per year. With the addition of projected costs in overtime, payroll taxes, 401k match, and workers compensation premiums, the total increase to RATP Dev costs is $240,538.62.
Additionally, the Consumer Price Index (CPI) September 2022 +10.5% and September 2023 +6.7%, illustrates that although down from historic highs it is still at an elevated level.
FINANCIAL IMPACT
Federal Transit Administration (FTA) and Florida Department of Transportation (FDOT) grant funding to cover the rate increase is available in Expense Accounts 0011-34012-5303445 and 0011-34015-5303445.

The Board has the authority to take the recommended action on this item pursuant to Chapter 125, Florida Statutes.

RECOMMENDATION
It is recommended that The Board approve and authorize the Chairperson’s signature on the attached Amendment One (1) to Contract No. 21-RG0010/PH with RATP Dev USA, Inc., for transportation operation services.
