Approval of Task Order No. 5 With Kimley-Horn and Associates, Inc., for Hernando County Library Master Plan Project and Associated Budget Amendment (Contract No. 24-PG0125/EK; Amount $207,938.00)

BRIEF OVERVIEW
On November 7, 2023, the Board approved Contract 24-PG0125/EK, to Piggyback Forward Pinellas’ agreement for Planning Services with nine firms. As part of that item’s approval, all Task Orders over ABR need to be brought back to the Board for approval.
Hernando County Library Services Department requested Kimley-Horn and Associates, Inc., to prepare the attached Scope of Work and Fee Rate Sheets for the completion of a County-wide Library System Plan.
The County-wide Library System Plan would be completed in two phases. Phase 1 ($130,760) would consist of preparing a Needs and Priority Assessment of the County’s libraries and Phase 2 ($77,178) would create a Library Master Plan.
As part of the FY25 Capital Improvement Plan (CIP), the Board previously approved the use of $200,000 for a Library Master Plan.
FINANCIAL IMPACT
Funding of $210,100 is available in the Library Services budget for this project, pending the attached Budget Amendment, in:
Fund: 3351 - Impact Fee-Library, Department: 04792 - Impact Fee-Library, Account: 5303103 - Prof Srv-Engineering.
The funding will be used for the Library master plan to provide information to consider for the future, as it pertains to the direction of the Library system and applicable growth in the County.

The Board is authorized to act on this matter pursuant to Chapter 125 and Section 129.06, Florida Statutes.

RECOMMENDATION
It is recommended that the Board approve Task Order No. 5 for Kimley-Horn and Associates, Inc., in the amount of $207,938.00. It is further recommended that the Board authorize the Chief Procurement Officer to approve change orders as they become necessary and required up to budgeted amounts.
