Budget Resolution Realigning Funds Received From American Rescue Plan Act (ARPA) Funding for Health and Human Services Department

BRIEF OVERVIEW
American Rescue Plan Act (ARPA) funds were received from the state for different grants throughout the County. These funds have been processed through multiple years of budget reviews and updates.
The accounts need to be updated to properly reflect the balance in the accounts and align with updated project totals. The attached ARPA Tracker summarizes the information used to update the attached Budget Resolution. The column descriptions are provided below for review purposes:
* Dept: This is the corresponding department number.
* Project: The name of the applicable ARPA project.
* Updated Final Project Total: The total budget assigned to that project, from inception.
* Expenditures as of 9/30/24: Expenditures to date, at the end of FY24.
* Unexpended: Project balance remaining.
* Current budget: What is currently showing in the system.
* Current Budget to Unexpended Variance: This is the amount needed to get the budgets to agree.
* Amended FY25 Budget after adjustment: These are the amended budget amounts.
The revenue replacement amounts at the bottom are also updated in the FY25 budget.
FINANCIAL IMPACT
The attached Budget Resolution updates the ARPA budgets available for FY25 for the applicable grant departments, from what is currently budgeted, to align with the reconciliation done after year-end.
