BRIEF OVERVIEW
The Procurement Department issued Invitation to Bid (ITB) No. 25-C00948/CT on December 30, 2024, at the request of the Hernando County Utilities Department, to obtain bids for Hernando County Utilities Department (HCUD) Admin and Wiscon Facilities Improvements. The improvements include a new central fueling site accessible 24 hours for county departments with additional fueling reserves, asphalt repaving, and stormwater management improvements, and converting the Wiscon Operations site from septic systems to centralized sewer.
The Procurement Department placed the legal advertisement in the Hernando Sun on January 3, 2025, and the OpenGov website on December 30, 2024. The bid was sent to three thousand, five hundred thirty-one (3,531) matching vendor/contractors from the eProcurement portal. The bid document was downloaded by forty-six (46) vendor/contractors and one (1) submission was received.

The bid was reviewed and evaluated by the Procurement Department to determine if the bid was responsive and responsible. The bid was then reviewed and evaluated by the Hernando County Utilities Department staff for award recommendation based on price, conformance with specifications and the Bidder's ability to perform the contract in accordance with the terms, conditions and specifications required. The solicitation included an allowance of $325,000.00 for the furnishing and installation of a DFS Antenna.
Due to budget constraints and the receipt of less than two bids, staff entered into negotiations on April 11, 2025, and concluded on May 15, 2025, resulting in a final contract amount of $4,963,914.27 of which includes $325,000.00 allowance for the DFS Antenna.
