Amendment No.1 to Grant Agreement With State Department of Environmental Protection for Septic Upgrade Incentive Program Phase 2 and Associated Budget Resolution
body
BRIEF OVERVIEW
Pursuant to the Florida Springs and Aquifer Protection Act (2016) and the resulting Basin Management Action Plans (BMAPs), Hernando County has implemented the Septic Upgrade Incentive Program (SUIP) to help reduce nutrient levels entering Weeki Wachee Springs.
Hernando County’s SUIP has achieved a high level of participation. At the conclusion of the current SUIP grant, LPF 2701, a total of 598 enhanced nitrogen-reducing onsite sewage treatment and disposal systems (ENR-OSTDS) will have been installed through the program within the Weeki Wachee Priority Focus Area (PFA).
The SUIP provides reimbursement of up to $7,500 to certified septic system installers and licensed plumbers for the upgrade of existing septic systems to ENR-OSTDS. To receive reimbursement, participating contractors must comply with all applicable policies and procedures established by the Hernando County Septic Upgrade Incentive Program.
Grant Agreement SR007 for the Septic Upgrade Incentive Program (SUIP) was approved by the Board on November 18, 2025 (LS 16565) in the amount of $2,000,000.00
Amendment No.1 to the grant agreement provides additional funding for the program in the amount of $1,000,000.00, extends the agreement’s expiration date, makes minor revisions to the grant work plan, and adds a requirement for contractors to enter ENR-OSTDS installation information into the Florida Department of Environmental Protection (FDEP) Grants Data Collection Tool.
