BRIEF OVERVIEW
The Procurement Department issued Invitation to Bid (ITB) No. 25-T01014/JG on August 13, 2025, at the request of the Hernando County Utilities Department, to obtain bids for the purchase of laboratory testing services of water samples for Hernando County's water treatment plants and water reclamation facilities. The Procurement Department placed the legal advertisement in the Hernando Sun on August 15, 2025, the Tampa Bay Times on August 17, 2025, and the OpenGov website on August 13, 2025. The bid was sent to four thousand, three hundred three (4303) matching vendor/contractors from the website. The bid document was downloaded by twenty-two (22) vendor/contractors and three (3) submissions were received.

Advanced Environmental Laboratories, Inc. $151,567.50*
Eurofins Environment Testing Southeast, LLC $168,193.00
Pace Analytical Services, LLC $329,543.43

Bids were reviewed and evaluated by the Procurement Department to determine if bids were responsive and responsible. The bids were then reviewed and evaluated by the Hernando County Utilities Department for award recommendation based on price, conformance with specifications and the Bidder's ability to perform the contract in accordance with the terms, conditions and specifications required.

A Notice of Intent to Award the contract to Advanced Environmental Laboratories, Inc., dated September 22, 2025, was posted to the OpenGov website. The award is for a three (3) year contract with two (2), one (1) year unilateral renewals. No challenges to the Notice of Intent to Award were received.

The Chief Procurement Officer has reviewed this requirement for conformance to Procurement Ordinance and Purchasing Policies and Procedures.
