BRIEF OVERVIEW
Florida Medical Examiner District 5 (Citrus, Hernando, Lake, Marion and Sumter Counties) and District 24 (Seminole County) desire to enter into a new ILA for the joint operation of the Medical Examiner's Office in accordance with Chapter 406 of Florida Statutes (2024).

HISTORY
On September 25, 2018, District 5 and District 24 entered into a cost sharing Interlocal Agreement (ILA) for Medical Examiner Services and related matters, with an effective term from October 1, 2018, until September 30, 2023, and which could be extended by mutual agreement ("Original ILA"). The Original ILA provided for the creation of a District Medical Examiner Committee consisting of one commissioner from each of the District 5 counties.

On September 14, 2021, the ILA was amended to designate District 24 as a full member of the District Medical Examiner Committee ("First Amendment").

On September 26, 2023, the ILA was again amended to extend the expiration of the ILA for one year to September 30, 2024 ("Second Amendment").

In addition to the terms of the Original ILA, the New ILA provides for: (1) clarification of the services to be provided by the Administrative Coordinator (Marion County); (2) separate consideration of any significant litigation costs incurred by the Administrative Coordinator; and (3) cost-sharing in the event of termination or default by any party ("New ILA"). The New ILA was approved by the Board on September 24, 2024, and will be effective from October 1, 2024, until September 30, 2029, unless extended by mutual agreement of the parties.

Per the latest Medical Examiner's meeting, it is desired for the Board to have discussion regarding the latest updates and provide staff direction on a potential updated agreement.
