Transmittal From Florida Fish and Wildlife Conservation Commission Regarding Placement of Manatee Educational Signs Within Mud River Area

BRIEF OVERVIEW
During the April 28, 2026 BOCC meeting, staff presented updates on the proposed Manatee Protection Zone (MPZ) on the Mud River. During the discussion, Commissioner Amsler proposed the placement of Manatee educational signs within the area. The signs would notify boaters of manatee presence and instruct on how to conduct themselves and their vessels.
This request was sent to FWC’s Division of Law Enforcement which regulates the placement of safety, regulatory, and/or informational markers in state waters. The response from FWC was: Educational signs typically cannot be placed over or facing the water per FWC’s standards. In-water signage can create potential navigational concerns, maintenance issues, and visual clutter. Further, signs facing the water can be less effective from a boater education standpoint depending on placement and visibility or could pose a distraction. FWC staff generally support boater education and outreach efforts related to manatee awareness and protection at locations such as boat ramps, marinas, and other upland public access points where boaters can easily view the information prior to entering the waterbody.
