Transit System Safety Program Plan for TheBus

BRIEF OVERVIEW
On January 26, 2019, Hernando County Transit adopted the annual Safety and Security Certification with changes. The Federal Transit Administration (FTA) requires all public transportation systems that receive federal funds under FTA to develop system and safety plan in accordance with Rule 14-90, the Transit System Agency named above certifies the following:
1. The Agency has adopted a System Safety Program Plan (SSPP) and a Security Program Plan (SPP) pursuant to the standards set forth in Rule Chapter 14-90, Florida Administrative Code.
2. The Agency is in compliance with its adopted SSPP and SPP.
3. The Agency has performed annual safety inspections on all operational transit vehicles in accordance with Rule Chapter 14-90, Florida Administrative Code.
4. The Agency has conducted reviews of the SSPP and SPP to ensure they are up to date.
The Transit Division developed a System Safety Program Plan for Hernando County and TheBus. The Plan must be updated and approved annually.
The plan covers administrative activities, operations, and vehicle maintenance activities, and must be updated and certified by the transit agency annually. The contracted operator, RATPDev, has certified a Safety Management Systems (SMS) Plan in accordance with the requirements.
The Transit Division has updated the attached SSPP document that fulfills FTA requirements and is requesting Board approval of the annual update.

RECOMMENDATION
It is recommended that the Board approve and authorize the Chairman’s signature on the attached annual update of the Systems and Safety Program Plan (SSPP) and authorize the County Administrator to sign the plan as the Accountable Executive.
