BRIEF OVERVIEW
The property subject to this development agreement is approximately 226.92 acres located in Hernando County, Florida, lying south of S.R. 50, west of Interstate 75, east of Lockhart Road, and south of Old Trilby Road and contains the following parcel keys: 541364 and 541578.
The development agreement is proposing single family uses approved by the C/PDP rezoning and Master Plan, not to exceed nine hundred and seven (907) dwelling units at a maximum density of four (4) dwelling units per acre; recreational amenities and residential ancillary uses; and existing communications tower. Building height shall not exceed thirty-five (35) feet in height.
The Hernando County School Board is a party to this development agreement with respect to school concurrency.
The Ginny Grove Combined-Planned Development Project includes an associated rezoning petition for the site that vests the residential and nonresidential entitlements which is being considered separately as agenda item no. 17999.
The requirements for a Development Agreement are set forth in Section 163.3227, Florida Statutes, two of the requirements which are not included in the present Development Agreement, which is against advice of counsel.

RECOMMENDATION
It is recommended that the Board consider the Development Agreement for the Jack Melton Family, Inc., Ginny Grove Project, take public comment, and approve scheduling the second public hearing for adoption on November 10, 2026.
