BRIEF OVERVIEW
The Fiscal Year 2023 Solid Waste Revenue Sufficiency Study dated April 7, 2023, was completed by Raftelis Financial Consultants, Inc., and recommends the following changes to construction and demolition (C&D) debris tipping fee; yard waste tipping fee; and travel trailers/single wide mobile homes/double wide mobile homes tipping fees.

The current and proposed rates are as follows:

Current Rate Proposed Rate
Class I $ 54.50 per ton $ 60.50 per ton
Yard Waste $ 30.00 per ton $ 54.50 per ton
Construction & Demolition (C&D) $ 54.50 per ton $ 76.00 per ton
Personal Watercraft $ 54.50 per ton $ 60.50 per ton
Sludge $ 54.50 per ton $ 60.50 per ton
Automobile Tires $150.00 per ton $150.00 per ton
Semi-Truck Tires $150.00 per ton $150.00 per ton
Off-Road Tires $200.00 per ton $200.00 per ton
Double Wide Mobile Home Without Tires $600.00 each $790.00 each
Double Wide Mobile Home With Tires $825.00 each $825.00 each

Travel Trailer Without Tires $200.00 each $230.00 each

The recommended rates are intended to recover disposal cost for C&D, yard waste and mobile homes/travel trailers. Also, the County's existing charges are competitive or below average when compared to other public service waste systems.

FINANCIAL IMPACT
If the Board approves the tipping fee rate increases for day-to-day operations of the Solid Waste Department, it will impact the Fund's revenue starting July 1, 2023.

LEGAL NOTE
The Board has authority to act on this matter pursuant to Sections 125.01, 403.7049, and 403-706, Florida Statutes, as well as Division 3, Article II of Chapter 14, Hernando County Code of Ordinances.
