BRIEF OVERVIEW
On Tuesday, April 28, 2026, the Board of County Commissioners gave direction to further discuss an increase in Hernando County Fire/EMS impact fees (Chapter 23, Article III, Divisions I-VI, of the Hernando County Code of Ordinances). A demonstrated-need study was performed due to the consolidation of Fire/EMS services with City of Brooksville. HCFR is seeking further direction on whether to proceed with holding two publicly noticed workshops dedicated to extraordinary circumstances necessitating the need to exceed the phase-in limitations suggested in the study or to direct the County Attorney to amend the agreement for Fire Services for the City of Brooksville.

FINANCIAL IMPACT
Significant impacts may be realized such as increased revenues due to a change to this County Commission policy. The magnitude of the impacts will be determined by the proposed changes that would result from changes to the policy.
Florida Statutes, 163.31801 (3)(C) limits administrative charges for impact fees to the actual cost of collection. The use of the administrative fees for studies is inconsistent with this provision of the statute.

The Board has the authority to act on this matter pursuant to Chapters 125 and 163, Florida Statutes, and Chapter 23 (Planning), Article III (Impact Fee) of the Hernando County Code of Ordinances.

RECOMMENDATION
It is recommended that the Board discuss the Two-Year Option to increase the County’s Impact fee schedule for Fire/EMS and give direction to move forward with the required workshops.
