BRIEF OVERVIEW
Staff is requesting the Board approve a partial release of retainage in the amount of $446,500.86 to Ajax Paving Industries of Florida, LLC (Ajax) for completion of Federal Aviation Administration (FAA) grant related portion of the Runway 9-27 Rehabilitation Project, Contract No. 21-CG0065/DK.

The project was awarded by the Board on October 26, 2021 (Doc ID 18945) to Ajax in the amount of $11,319,166.05 ** and is funded by grants from both the FAA and the Florida Department of Transportation (FDOT).

** Originally the contract was to have been awarded to DAB Constructors who had the lowest bid at $10,158,547.38. However, DAB Constructors filed for bankruptcy in September 2021 and the contract was then awarded to the next highest bidder.

The contract contains a Base Bid and multiple alternate bid items. A portion of the Base Bid (line items 25 through 37) relates to replacing and relocating a piece of navigational equipment known as the Localizer (a component of the Instrument Landing System) and is ineligible for federal funding. This specialized equipment is built to order and at the time of contract award, delivery was expected to be 12 months (October 2022). There were several extensions of delivery time as notified by the manufacturer. Ajax Industries has completed all other items in the contract and once the localizer components are received, they will finalize that remaining portion of the project.

Because the runway rehabilitation phase of the project was completed in June 2022, the FAA has requested the Airport close out the grant.
