BRIEF OVERVIEW
Following several inspections by the Hernando County Sheriff's Office in 2025 of the above-referenced vessel, the vessel was determined to be a public nuisance in violation of Hernando County Code of Ordinances, Chapter 7, Article V, in that it was unlawfully moored (or grounded) in the Chassahowitzka Bay, just south of Marker 22, in Hernando County, Florida, at GPS-N28.40.272 by W82.39.225.
A Notice of Public Nuisance Vessel was mailed to the vessel's record owner, Richard Zielinski, and the purported purchaser, Jahson Imgrund, on or about January 21, 2026. Because the vessel is not moored beside or tangential to private property, no landowner was named in the Notice. More details about the vessel and its condition can be found in the Notice which is attached to this agenda item.
The County received a written response from One80 Marine Practice dated January 30, 2026, stating that its insured, Richard Zielinski, received settlement when the vessel was declared a constructive total loss due to damages sustained from Hurricane Milton. Cooper Capital, the vessel salvager, paid Jahson Imgrund $1,999.00 to assume ownership of the vessel, and a bill of sale was signed and transferred to Mr. Imgrund on April 7, 2025.
The County also received a written response from Jahson Morrison Imgrund on February 13, 2026, requesting a hearing before the Board regarding the Notice of Public Nuisance Vessel.
The purpose of the hearing is for Mr. Imgrund to show:
(1) That the conditions alleged in the Notice do not exist; or
(2) That such conditions do not constitute a public nuisance.
If the Board decides in favor of the County, it may order that the condition be remedied by the County at the owner's expense per Sec. 7-100(d) of the Code.
