BRIEF OVERVIEW
On May 27, 2025, the Board approved award of sole source contract to Quantum Partners, LLC, d/b/a SwiftGov, to implement Custom GIS Map and Integration, AI Assisted Planning & Zoning Reviews and Custom SwiftGov Portal, and Code Improvement and Rewrite Project. The contract was for one year.
This amendment expands the contract term to four (4) years with a one (1) year renewal option and adds services to include single-family home planning, zoning, engineering and utilities reviews, subdivision reviews, commercial reviews, and construction drawing reviews.
FINANCIAL IMPACT
Funding for FY 26 is budgeted in the following:
Fund: 0011 - General Fund; Department: 01751 - Planning; Account: 5303107 - Prof Svc-Consulting totaling $272,500
Eight months at $22,500 = $180,000
*this expense has been partially encumbered with PO 26000286 totaling $157,500, and is already deducted from the available balance.
Four months at $62,500 = $250,000

recommendation
RECOMMENDATION
It is recommended the Board approve Amendment One to Contract No. 25-TSS0230/JC to Quantum Partners, LLC d/b/a SwiftGov, for the Artificial Intelligence (AI) Implementation Plan.
It is further recommended that the Board authorize the Chief Procurement Officer to approve change orders as they become necessary and required up to the allowable budget amount.
