Ratification of Disposal of Materials From Law Library and Appointment of Robert Morris and Kelly Cavanaugh as Members to Law Library Board

BRIEF OVERVIEW
The Hernando County Law Library exists to offer the public resources such as state statutes, rules of civil procedure, and ordinances by which to conduct legal research. It is overseen by the Hernando County Law Library Board which consists of a circuit court judge elected from Hernando County, a county judge appointed by the Administrative Judge of the Fifth Judicial Circuit, a representative of the County Attorney's Office, the incumbent president of the Hernando County Bar Association, and two practicing members of that association who are appointed by the Board of County Commissioners. These last two positions are currently vacant.

The law library is in the basement of the Courthouse in Room 35. As part of the Courthouse renovations, this area will be repurposed as a public entrance. For that reason, and the fact that the printed resources housed in the law library are now available online, the Law Library Board recently voted to dispose of the printed materials. Instead, the public will be able to conduct legal research through a service named FastCase via a public computer in Room 165 of the Clerk's Office. The cost of this subscription service will be paid from the law library budget.

At this time, the Board is asked to (1) ratify the disposal of printed resources from the law library, and (2) confirm the appointments recommended by the Law Library Board of attorneys Robert Morris and Kelly Cavanaugh.

FINANCIAL IMPACT
The disposed materials had nominal to zero value.

LEGAL NOTE
The law library operates under Part I, Article V, Division 2 of the County Ordinances which also empowers the Board of County Commissioners to act on this request.
