Federal Transit Administration FY 2026 Certifications and Assurances Required for Receipt of Transit Planning, Operation and Capital Funding

BRIEF OVERVIEW

The Annual Certifications and Assurances for FY 2026 were published by the Federal Transit Administration (FTA) on April 1, 2026.  As a recipient of federal funding for transit planning, operations, and capital, Hernando County has 90 days from the date of publication to submit the executed Certifications and Assurances to FTA.

 

In accordance with 49 U.S.C. 5323(n), each applicant for Federal Transit Administration (FTA) funding assistance is required to provide a series of Certifications and Assurances that the funding recipient complies with federal laws.  The County Attorney has reviewed the documents and affirmed that the Board has sufficient authority under State and local laws to certify compliance with the FY 2026 Certifications and Assurances.

FINANCIAL IMPACT

A matter of policy.  The Certifications and Assurances are required by the Federal Transit Administration to receive federal funding for transit.

 

LEGAL NOTE

The Board has the authority to act on this matter pursuant to Chapter 125, Florida Statutes, and 49 U.S.C. Ch. 53.

RECOMMENDATION

It is recommended that the Board approve and authorize the Transit Administrator’s signature on the attached FY 2026 Certifications and Assurances and authorize its execution in the Federal Transit Administration's electronic systems as required.
