Amendment 100 to Purchase Order Agreement 3 With Lutheran Services Florida, Inc., d/b/a LSF Health Systems, a Florida Non-Profit Corporation, for Management of Florida's Coordinated Opioid Recovery Network of Addiction Care in Hernando County

BRIEF OVERVIEW
Opioid Abatement Funds have been allocated through several channels. The State appropriated the regional share for Hernando County with funds distributed through Department of Children and Families (DCF) to the Managing Entities providing services for that County. The Managing Entity for Hernando County is Lutheran Services Florida, Inc., d/b/a LSF Health Systems (LSF). LSF required Hernando County to enter into a Purchase Order Agreement PO030 which provides direction and guidance for the administration, implementation, and management of Florida Coordinated Opioid Recovery (CORE) Network of Addiction Care. Amendment 100 will remove the CORE Report requirement listed in the PO and will add more HIPAA language and attachment IV.
Opioid abatement goals will be monitored through data collection, data reporting and performance measures. Those goals include:
* Expanding the availability of treatment.
* Support evidence-based service that adheres to the American Society of Addiction Medicine continuum of care.
* Improve oversight of Opioid Treatment Programs.
* Provide comprehensive wrap around services.
* Support workforce development for addiction professional.
* Support stigma reduction efforts.
Program delivery will be provided through a community paramedicine program. The total program costs for this request are $592,070.00 through June 30, 2025. This program will provide critical care to stabilize patients in the first 72 hours post-overdose event with the handoff to a participating mental health counseling and/or peer support agency to develop a long-term care plan and assist with holistic recovery.
